What happened in 2024 and what is going to happen to the market in 2025?

As a local lettings and estate agent in Bath, it is crucial we take some time at the beginning of the year to pour over last year’s statistics and take a view to what is to come in 2025. Analysing the 2024 property market locally, here in Bath, and nationally allows us to make some predictions for what we think will happen to the property market in 2025.

In 2024, the UK property market recorded 1.2m homes sold subject to contract (SSTC). This represents a 15% increase when compared to 2023, where 1.06m homes went SSTC.

The average price of a property SSTC in 2023 was £354,981 and the average sale agreed price was slightly higher at £361,529. The number of transactions has significantly risen, while the average price paid stayed around the same. That means that while house prices have not really risen, the number of UK homes that sold did significantly. Remember, the best bellwether of the health of the UK property market is not necessarily UK house prices but the number of homes sold.

So, what were the key drivers in this surge?

  1. FALLING MORTGAGE RATES
  2. Lower interest rates made borrowing more accessible. This in turn encouraged buyers who may have been previously hesitant at the higher mortgage rates.
  • WAGE GROWTH
  • Rising wages have given potential buyers greater financial confidence, enabling them to consider property purchases.
  • LOW UNEMPLOYMENT
  • A stable job market gave a sense of security to buyers, allowing them to make investments.
  • CHANGING PREFERENCES
  • Post pandemic adjustment in peoples personal and work lives have been key players in what people want out of a home. A few years ago when Work From Home was encouraged or compulsory, people wanted more space and didn’t have to worry about the commute time. Now, as more people are pushed back into the office, there is a shift again into people needing to move closer to their employers office.

Turning our attention to the local level here in Bath, it is important to recognise that local markets can behave differently from the national trends. In 2023, 1,919 homes sold in Bath for an average of £564,000 at an average of $482/sq.ft. Whilst in 2024, 2,183 homes sold at an average cost of £580,000 with an average of £472/sq.ft.

This is an 11% increase in transactions. So, what for 2025?

Baths property market doesn’t exist in isolation, it is shaped by a range of local factors that are often similar yet different when compared to the national trends. Looking at the statistics above, over half of the properties listed for sale in Bath go on to sell. This highlights an essential truth about the Bath property market: pricing your home realistically is the single most crucial factor in securing a successful sale. Many estate agents are tempted to overprice properties to win your business, but this approach can significantly hinder your chances of selling, especially in a competitive market like Bath.

Research reveals that properties listed at the right price from the start are far more likely to sell quickly and successfully. For example, homes that sell within the first 25 days of being listed have a 94% likelihood of reaching completion and ensuring the homeowner successfully moves. However, if a property lingers on the market for over 100 days, if the homeowner does agree on a sale, the chances of that sale going on to exchange and complete (i.e. the homeowner moving) plummet dramatically to 56%.

Renter’s Rights Bill – What does it mean for you?

The renter’s rights bill was published last week. It is important to note that the following is not yet law as it must be passed through parliament. Many Landlords are apprehensive about these proposed sweeping changes to the private rental sector. So, let’s explore the bill’s key points and what this means for tenants and landlords.


THE ABOLITION OF SECTION 21 NOTICES –

Section 21 evictions have been long used by landlords as a means of terminating a tenancy agreement without any reason.  This system will be replaced by a new measure that will only permit evictions under certain conditions, such as rent arrears or the landlord wishing to sell up. Whilst this may initially be seen as restrictive, it has been on the horizon for a while as this was also a measure proposed in the Renters Rights Act, the previous bill by the conservative party, and we have previously spoken about the limited impact this change may have.

Going back to the point, landlords in Bath and beyond will now need to follow stricter legal grounds for eviction and ensure that they are treating their tenants fairly and making sure they are not displacing their tenants.


RENTAL INCREASES AND BIDDING WARS –

Rent control mechanisms in the Bill aim to standardize rent increases across the board. It has been proposed that landlords will only be allowed to raise rents once a year and tenants will have the power to challenge this, if they deem the rent increase as excessive, at a tribunal. The aim here is to prevent unfair rental hikes from being used as an undercover eviction. Despite this, Landlords will still be free to increase the rents in line with market rates.

Another significant proposed change is the prohibition of bidding wars. In recent years since the rental market demand has far exceeded supply, there has been an increase in these rental bidding wars where tenants are bidding higher than the advertised rent to secure a property they may know has been garnering a lot of interest. Under the Renters Rights Bill, this practice will be outlawed. Lettings agents and Landlords will be forced to publish a clear asking price for rent and will not be allowed to accept offers over this rate.


DECENT HOMES STANDARD AND AWAAB’S LAW –

The introduction of the Decent Homes Standard into law aims to make sure that all properties in the private rental sector abide by a minimum safety and quality standard. Landlords in Bath and beyond will need to make sure their properties comply with these standards or they will risk facing penalties. This is an expansion of the existing standard that applies to social housing, ensuring those in the private rental sector are entitled to the same level of safety and decency in their homes.

Awaab’s Law, named after a traffic case of a child who died from exposure to mould in social housing, will also be extended to the private rental sector. This will place a legal requirement on landlords to address serious health hazards within a specified time frame. Whilst this may seem like a major regulatory burden, many landlords are already maintaining these standards so will find compliance with these new regulations relatively straightforward.


RENTING WITH PETS –

Another headline from the bill is the enhanced ability for tenants to keep pets. Landlords will no longer be allowed to refuse pet requests without reasonable grounds. However, to address concerns about the potential damage a pet may cause to the property, landlords can now require pet insurance to cover any damage.


STRENGTHENED LOCAL AUTHORITY POWERS –

Local councils will be granted additional powers to enforce the rules laid out in the Bill. This included the ability to levy fines of up to £7,000 for initial breaches of the above, and escalating to £40,000 for repeat offences. Whilst these new powers may be daunting, they are largely targeted at rouge landlords, and those who already comply with existing regulations are likely to be unaffected.

Reside Hosts Landlord Event on Energy Efficiency in Rental Properties

The Bath Landlord Forum hosted a successful event at The Francis Hotel, Bath on 15 March 2023, which focused on energy efficiency considerations in rental properties. The event was hosted by Reside’s Toby Martin and featured guest speakers who provided valuable insights on this important topic.

The event was attended by a large number of local landlords, property managers, and industry experts, who were keen to learn more about the latest developments in energy efficiency and how they could apply them in their own rental properties.

Toby Martin started off the event by giving a lettings legislation update. He summarised a range of recent and upcoming regulations, including the importance of complying with regulations related to energy efficiency.

Olly Meyer, a domestic energy assessor from Meyer Energy, was the next speaker. He spoke about how Energy Performance Certificates (EPCs) are recorded and what constitutes a good or bad EPC. Olly explained that EPCs are a legal requirement for landlords and that they need to be renewed every ten years. He also highlighted some of the factors that can impact the rating of an EPC, such as the age of the property, the type of insulation, and the heating system.

Sonia Pruzinsky from the Centre for Sustainable Energy was the final speaker. She explained the funding options that are available for landlords looking to improve the energy efficiency of their properties. Sonia discussed the different schemes that landlords can take advantage of, such as the Energy Company Obligation (ECO) and Home Upgrade Scheme. She also highlighted the importance of taking a holistic approach to energy efficiency and encouraged landlords to think about ways to reduce energy usage beyond just making physical upgrades to their properties.

The event was highly informative and provided valuable insights into the latest developments in energy efficiency for rental properties. Attendees also had the opportunity to network with other landlords and share best practices.

“We were delighted with the turnout for this event and the engagement of our speakers and attendees,” commented Toby Martin. “Energy efficiency is an important issue for landlords, and we hope that this event has helped landlords to better understand how to deal with the government’s proposed regulations.”
